PAYROLL GIVING EXCELLENCE CELEBRATED AT AWARDS CEREMONY

UK employers' commitment to Payroll Giving was celebrated at the National Payroll Giving Excellence Awards, held on Monday 5th October 2009. Winners, including Beaverbrooks, Whitbread Group and British Heart Foundation, were presented their awards at HM Treasury by the Rt. Hon Stephen Timms MP, Financial Secretary to the Treasury and the Rt. Hon Angela Smith MP.
A range of employers, sector and media representatives as well as Government officials attended the event. It was introduced and compered by the Institute's Chief Executive, Lindsay Boswell.

APGO Reports Payroll Giving tops £116 million in last year

Figures released today by the Association of Payroll Giving Organisations (APGO) show that monies raised through Payroll Giving by it's members have risen slightly in the past 12 months to £116 million in the financial year 2008-2009.

Salary Sacrifice

Payroll Giving is a separate benefit to salary sacrifice.

Some employers have asked whether Payroll Giving can be included as part of a salary sacrifice arrangement. APGO have recieved clarification from HM Revenue & Customs with the following statement.

"If an employee sacrifices part of his/her salary then it does not form part of his/her employment income and is outside the scope of the PAYE scheme. Consequently, any salary sacrificed cannot come within the Payroll Giving scheme. (HMRC Charities)"

Payroll Giving provides a lifeline to Charities during economic downturn.

London - 7 October: New government figures reveal that despite the current financial climate and a general fall in charitable giving, donations received through Payroll Giving schemes increased by 22.5% in the last tax year, totalling an impressive £109 million.
The number of employees participating in Payroll Giving schemes also increased by 11.5% to over 700,000; many employers also chose to match their employees' contributions last year which amounted to an additional £13 million for charities.

APGO Response to the Institute of Fundraising's Review of Payroll Giving

4th September 2008 

The Association of Payroll Giving Organisations (APGO) welcomes the opportunity to comment on the "root and branch" review of Payroll Giving commissioned by the Institute of Fundraising.

Although the review was commissioned to report on the successes and failures of Payroll Giving in the past 20 years it has concentrated mainly on the period from 2006 to date the review makes a number of adverse comments on failures by some Payroll Giving Agencies (PGA's) and Professional Fundraising Organisations (PFO's) to work ethically and efficiently in carrying out the wishes of the donors correctly and in keeping the charities informed on the details of their donor supporters. The comments arise from individual responses to those consulted and are about individual PGA's and PFO's but the review implies that these comments apply to all PGA's and PFO's.

The APGO object strongly to this generalisation which can only lead to a denigration of the Payroll Giving scheme.

Although the APGO welcomes the review and the review has raised a number of interesting recommendations, it is considered that there has been insufficient research into the legal, practical and operational requirements to make these recommendations work in practice. 

Furthermore the APGO believes that the key stakeholder in developing Payroll Giving, the employer, has been sidelined within this review without understanding the barriers to more employers introducing and effectively promoting the scheme and creating the solution to these barriers (perceived or otherwise), Payroll Giving will continue to not reach its full potential.

As the APGO members represent both the ‘key' organisations working in the Payroll Giving field, we would ask that our views and recommendations be sought over any ongoing development of Payroll Giving.
