APGO Response to the Institute of Fundraising's Review of Payroll Giving
4th September 2008 The Association of Payroll Giving Organisations (APGO) welcomes the opportunity to comment on the "root and branch" review of Payroll Giving commissioned by the Institute of Fundraising. Although the review was commissioned to report on the successes and failures of Payroll Giving in the past 20 years it has concentrated mainly on the period from 2006 to date the review makes a number of adverse comments on failures by some Payroll Giving Agencies (PGA's) and Professional Fundraising Organisations (PFO's) to work ethically and efficiently in carrying out the wishes of the donors correctly and in keeping the charities informed on the details of their donor supporters. The comments arise from individual responses to those consulted and are about individual PGA's and PFO's but the review implies that these comments apply to all PGA's and PFO's. The APGO object strongly to this generalisation which can only lead to a denigration of the Payroll Giving scheme. Although the APGO welcomes the review and the review has raised a number of interesting recommendations, it is considered that there has been insufficient research into the legal, practical and operational requirements to make these recommendations work in practice. Furthermore the APGO believes that the key stakeholder in developing Payroll Giving, the employer, has been sidelined within this review without understanding the barriers to more employers introducing and effectively promoting the scheme and creating the solution to these barriers (perceived or otherwise), Payroll Giving will continue to not reach its full potential. As the APGO members represent both the ‘key' organisations working in the Payroll Giving field, we would ask that our views and recommendations be sought over any ongoing development of Payroll Giving.
